Visual Text To Speech MP3 can convert Text file into voice and save them to MP3, MP2, WAV, OGG Vorbies, G.721/723/726 formats. And it is easy to use.
Especially, it has the"Mouth Motion Animation"

The installer program of Visual Text To Speech MP3 will update your windows system to support latest version of Microsoft Speech Engine (SAPI 5.1). If you run Windows XP, SAPI 5.1 is preinstalled on your computer, the installer will add another two voices for your system. Windows 95 is not supported.
