Fix rss feed Publisher Description
Problem lies in the blank lines before and after XML declaration, which lead to incorrect work of the RSS-feed WordPress site. Usually, extra blank lines appear as a result of errors in those files, plugins, configuration files (usually "suffer" wp-rss2.php, wp-atom.php, wp-config.php, functions.php). The problem is compounded by the fact that some (but not all) programs-aggregators can automatically ignore blank lines before.
